1. General Declaration -- All Services
All clinical services provided through Global Health in Romania are conducted in compliance with Romanian telemedicine and medical practice standards, by doctors and health professionals registered with the relevant Romanian regulatory body.
Remote clinical assessments have inherent limitations compared to in-person assessment. Physical examination, certain diagnostic procedures, and emergency interventions cannot be provided remotely. The clinical professional informs the user clearly if their presentation requires in-person assessment.
No clinical outcome -- including the issuance of a prescription, referral, sick leave certificate, or any other clinical documentation -- can be confirmed or guaranteed in advance. All clinical recommendations are issued solely at the doctor's professional discretion following full assessment.
2. General Medical Services
All doctors providing general medical services through this platform are registered with the Romanian College of Physicians (CMR -- Colegiul Medicilor din Romania). Registration numbers are displayed on every doctor profile and can be verified at cmr.ro.
The following limitations apply to all general medical services: - Physical examination cannot be conducted remotely. The doctor conducts assessment based on medical history and visual observation during the video call. - Certain investigations -- including blood tests, imaging, and ECG -- require in-person attendance. The doctor coordinates investigation requests where clinically indicated. - Our doctors do not routinely prescribe controlled substances through video consultations. - Special-regime prescriptions (preparate stupefiante si psihotrope) require a paper prescription in original and cannot be transmitted electronically under Romanian law.
3. Sick Leave Certification
Sick leave certificates (concediu medical) can be issued following teleconsultation in accordance with Romanian law. The following terms apply: - The decision to issue a sick leave certificate is always a clinical decision made solely by the doctor after full assessment -- it cannot be confirmed or guaranteed in advance. - Retroactive sick leave certification is not routinely issued. Doctors cannot clinically certify a period of illness they did not assess at the time. - Entitlement to sick pay depends on employment type. DPP workers earning below RON 12,000 per month (2026 threshold) and self-employed individuals (PFA) without voluntary sickness insurance have no entitlement to CNAS sick pay. - The patient's CNP (Romanian citizens) or passport number (foreign nationals) is required for sick leave certificate issuance.
4. Electronic Prescriptions
Electronic prescriptions are issued through the Romanian Electronic Prescription System (SIPE -- Sistemul Informatic de Prescriptie Electronica) in accordance with Romanian pharmaceutical law. The following terms apply: - Electronic prescriptions are dispensed at full private cost for patients without Romanian public health insurance or when issued outside the public system. - Special-regime prescriptions (preparate stupefiante si psihotrope) cannot be transmitted electronically under Romanian law and require a paper prescription in original. This applies to opioid medications and certain controlled substances. - All prescribing decisions are made solely at the doctor's professional discretion following full clinical assessment.
5. Specialist Medical Services
Specialist consultations -- including Anaesthesiology (Pain Medicine), Neurology, and Paediatrics -- are conducted by doctors registered with the relevant specialist college of the Romanian College of Physicians (CMR). Registration numbers are displayed on every specialist profile and can be verified at cmr.ro.
The following additional limitations apply to specialist services: - Full specialist physical examination -- including complete neurological examination and certain physical assessments -- cannot be conducted remotely. The specialist advises if in-person examination is clinically necessary. - Opioid medications and certain controlled pain medications cannot be prescribed electronically under Romanian law. Patients requiring opioid medication are advised on the appropriate in-person pathway. - Isotretinoin requires dermatologist assessment and supervision in Romania and cannot be initiated through this service. - Formal diagnosis of neurodevelopmental conditions including autism spectrum disorder and ADHD requires in-person multidisciplinary assessment. This service provides specialist clinical assessment and referral pathway planning. - Interventional pain procedures -- nerve blocks, epidural steroid injections, radiofrequency ablation -- require in-person attendance and cannot be performed remotely. - Involuntary psychiatric assessment or treatment cannot be initiated through a remote consultation under Romanian law.
6. Paediatric Services and Child Protection
The following terms apply specifically to all paediatric consultations -- GP-level and specialist -- provided through this platform: - All paediatric consultations for patients under 16 require the presence of a parent or guardian throughout and their informed consent, in accordance with Law No. 272/2004 on the Protection and Promotion of Children's Rights and the Civil Code (Law No. 287/2009). - For adolescents aged 16 and over, the doctor assesses capacity to consent individually in accordance with Romanian medical and legal standards. - Our clinical professionals are bound by Law No. 272/2004 on the Protection and Promotion of Children's Rights. Where a consultation raises child protection concerns, the professional is legally and professionally obliged to act accordingly, which may involve the relevant DGASPC (General Directorate for Social Assistance and Child Protection). This obligation takes precedence over confidentiality. - Fever in infants under 3 months of age is a medical emergency requiring immediate in-person assessment. Do not book a video consultation for this presentation.
7. Mental Health Services
Mental health consultations are conducted at GP level by CMR-registered doctors. The following scope limitations apply: - This service provides GP-level mental health assessment -- it is not a crisis intervention service, a counselling or psychotherapy service, or a psychiatric service. - Involuntary psychiatric assessment or treatment under Romanian law cannot be initiated through this service. - Confidentiality is maintained in accordance with CMR professional standards, GDPR, and Law No. 190/2018. In limited circumstances -- where there is a serious and immediate risk to life -- confidentiality obligations may need to be carefully considered. The clinical professional discusses confidentiality at the outset of the consultation.

8. Women's Health Services
The following scope limitations apply specifically to women's health consultations: - Termination of pregnancy in Romania requires in-person attendance at a licensed medical facility under Romanian law. This service does not provide or arrange termination of pregnancy. - Hormonal contraception and HRT can be assessed and initiated at GP level where clinically appropriate. All recommendations are made at the doctor's professional discretion following full assessment.
9. Travel Health Services
The following scope limitations apply specifically to travel health consultations: - This service provides clinical travel health assessment, malaria prophylaxis prescription, and personalised medical planning -- it does not include physical vaccine administration. - Yellow fever vaccination and the International Certificate of Vaccination must be administered and issued in person at an authorised vaccination centre in Romania. This cannot be obtained through this service. - Travel health recommendations are destination-specific and subject to change. Patients should confirm current entry requirements with the embassy or consulate of their destination country before travelling.
10. Specialist Pain Assessment
The following scope limitations apply specifically to specialist pain assessment consultations: - Opioid medications and certain controlled substances (preparate stupefiante si psihotrope) require a paper prescription in original under Romanian law and cannot be prescribed electronically through this service. - Interventional pain procedures -- nerve blocks, epidural steroid injections, radiofrequency ablation, and spinal cord stimulation -- require in-person attendance and cannot be performed remotely. - This service assesses suitability for interventional procedures and coordinates referral where indicated -- it does not perform them.
11. Referrals and Private Investigations
The following terms apply specifically to referral and investigation services: - This service provides private referral letters and private investigation requests. It does not provide public-system specialist referrals, which require a family doctor (medic de familie) contracted with CNAS. - Global Health does not guarantee specialist appointments, laboratory availability, or imaging availability. - Clinical documentation is issued solely at the doctor's professional discretion following full assessment.
12. Regulatory Registration and Verification
The following regulatory registrations apply to Global Health services in Romania: - Doctors -- registered with the Romanian College of Physicians (CMR). Registration numbers displayed on all doctor profiles. Verify at cmr.ro. - Specialist doctors -- registered with the relevant specialist college of CMR. Verify at cmr.ro. - Telemedicine services -- regulated under Law No. 95/2006 on Healthcare Reform as amended by Government Emergency Ordinance No. 196/2020 and Government Decision No. 1133/2022. - Electronic prescriptions -- issued through SIPE in accordance with pharmaceutical law and ANMDMR regulations. - Data protection -- processed in accordance with Regulation (EU) 2016/679 (GDPR) and Law No. 190/2018 on personal data processing. Supervised by ANSPDCP (National Supervisory Authority for Personal Data Processing). Registration with ANSPDCP is currently pending; this section will be updated with the reference number once confirmed.
The legal entity operating Global Health services in Romania is Global Guest s.r.o. (ICO: 19071680), registered in the Czech Republic, operating telemedicine services in Romania in accordance with Law No. 95/2006 and applicable Romanian regulations, and also in Ireland, Portugal, Czech Republic, Spain, and Brazil.
13. Data Protection and Confidentiality
All patient data collected through this platform is processed in accordance with Regulation (EU) 2016/679 (GDPR) and Law No. 190/2018 on personal data processing in Romania. - All consultations are conducted by end-to-end encrypted video call. Clinical records are stored securely in accordance with Romanian medical records requirements. - Patient information is not shared with third parties without explicit patient consent, except where required by law -- including child protection obligations, mandatory reporting requirements, or when serious risk to the life or safety of others requires disclosure. - The patient has the right to access, rectify, and request erasure of their personal data, subject to applicable legal and professional record-keeping obligations. 14. Limitation of Liability
Global Health and its clinical professionals exercise all reasonable care and professional competence in providing clinical services through this platform. The following limitations of liability apply: - Global Health is not liable for clinical outcomes arising from the inherent limitations of remote assessment, where those limitations were clearly communicated and the professional exercised reasonable care and competence. - Global Health is not liable for outcomes arising from the patient's omission of relevant clinical information during a consultation. - Global Health is not liable for outcomes arising from the patient's failure to follow clinical advice or safety guidance provided during a consultation. - Nothing in this disclaimer limits or excludes liability for death or personal injury arising from negligence, fraud, or any other liability that cannot be limited or excluded under Romanian law.
